E-invoicing (Fatihra) will be implemented in two phases:
For the most part, technical requirements are implemented by electronic systems providers (e.g. cashier suppliers, software suppliers) or in-house technical teams for solutions built in-house. Therefore, taxpayers may contact their electronic billing systems service provider or their in-house technical teams to obtain a solution that complies with the technical requirements; and ensure that the solution is capable of generating compliant invoices starting December 4, 2021.
Anyone can access the e-invoicing system developer portal, but access to the Fatora platform is limited to taxpayers only, using the taxpayer's unique number and password from the taxpayer's portal.
E-invoicing is mandatory for all persons subject to VAT and any third parties issuing tax invoices on behalf of suppliers subject to VAT.
Non-resident and taxable persons are excluded.
